necessary accommodation with the help of long-term
prisoners, who will be held for the time being in the
buildings erected by contract.

I mention this project at this stage as I do not wish to leave with you the impression that the
addition to European staff, with which this despatch is primarily concerned, is likely to be needed for a short
time only. When Stanley Prison has been relieved of its
present congestion and the long-term men therein have
resigned themselves to the prospect of a less comfortable existence than heretofore, the danger of an outbreak in that gaol may pass. But the detention camp or camps will, I hope and expect, be a permanent feature of this Colony's prison organisation and they will certainly need a number
of European Warders. I can therefore foresee no reduction in that cadre unless and until the total prison population is greatly reduced. In present circumstances it is
useless to prophesy when that state of affairs will arrive; and I assume for that reason that next year's estimates
will include this additional provision.
